The new 2026 Budget Law introduces important updates to Italian Tax Free shopping regulations, simplifying the refund process for non‑EU travellers and giving them more time to complete the procedure. Some changes are already in force, while others will be applied towards the end of April 2026.

What is changing?
1. A new fully digital and seamless refund process via any Tax Free service operator.
By the end of April 2026, non‑EU shoppers will be able to process any Tax Free voucher – regardless of the provider – through any refund agent or digital kiosk available in Italy’s major airports, ports and international railway terminals.
2. Extended deadline for returning customs‑validated invoices.
With immediate effect, the 2026 Budget Law extends the deadline from four to six months.
